SYNOPSIS: The Middle East District is anticipating a Design-Build (DB) award for the Construction of the CH-47 Bed Down Facilities and Infrastructure. This project is Foreign Military Financing (FMF) Case. In accordance with Section 42(c) of the Arms Export Control Act, as amended (22 USC �2791(c)), the Foreign Military Financing funds made available for this procurement may not be used to award to other than a United States firm, unless an Offshore Procurement (OSP) determination is made by the Director, Defense Security Cooperation Agency. No OSP determination has been obtained for this procurement. Offers from other than United States firms are ineligible for award. The Government reserves the right, however, to seek an OSP determination at any stage in the procurement, if doing so is in the Government?s best interests. JVs between a U.S. firm and foreign firm are acceptable, provided the U.S. firm has a 51% or more ownership stake in the JV. Only United States based firms and Joint Ventures, as described before, are eligible for award under FMF projects.SCOPE: The U.S. Army Corps of Engineers Middle East District has a requirement from the Egyptian Air Force (EAF) to provide CH-47 Bed Down Facilities and Infrastructure. Foreign Military Financing (FMF) Case EG-B-HDK includes new construction and renovation of existing facilities to support the EAF?s acquisition of twelve CH-47 helicopters under a separate FMF Case (EG-B-VJJ). Work will be performed at Anchas Air Base, Egypt. The primary scope of Case HDK, located at the Anchas Air Base, Egypt, includes Design and construction of a new CH-47 maintenance hangar sized to accommodate four (4) CH-47F aircraft, with maintenance back shops and ancillary features, apron extension from the new maintenance hangar and parking for five (5) CH-47 aircraft with mooring and grounding point, service roadway for vehicular access to new maintenance hangar, wash rack (no sunshade), and utilities and sitework to include septic tank, site communications, site excavation, and cut and fill. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued on PIEE.EB.MIL/SAM.GOV. It is anticipated that the Best Value Trade-Off (BVTO) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. This will be a Two-Step procurement.
