The Port of Bellingham (Port) is issuing this Request for Professional Services (RFPS) to solicit responses from consulting firms with suitable expertise and experience in providing design, permitting, and bid document development services for electrical improvements located at the Port’s Bellingham Shipping Terminal (BST) near 625 Cornwall Avenue, Bellingham, Washington. The Port is seeking to upgrade and extend the existing shore power system. The selected firm will be required to comply with applicable provisions of the Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards found at 2 CFR Part 200 (the “Uniform Grant Rules”). These rules are promulgated by the Office of Management and Budget (the “OMB”). Without limiting the foregoing, interested firms should review §§200.317, 318, 319 and 321. The selected consultant will be required to comply with the Uniform Grant Rules and reasonably cooperate with the Port in its compliance with the Uniform Grant Rules. The Port reserves the right to reject any subconsultants that are not in compliance with the Uniform Grant Rules. The Port encourages minority businesses, women’s business enterprises, labor surplus area firms, and veteran-owned firms to apply or to team with another firm. The selected consultant will be required to take affirmative steps to; the extent sub consultants are used; recruit minority businesses (MBE), women’s business enterprises (WBE), and labor surplus area firms as the terms are defined in the Uniform Grant Rules. It is the Port’s policy to assure that no person shall, on the grounds of race, color, national origin, or sex, as provided by Title VI of the Civil Rights Act of 1964, be excluded from participation in, be denied the benefits of, or be otherwise discriminated against under any of its programs and activities. The Port of Bellingham in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
