Phase I of the Atlas Park Remediation Project will focus exclusively on the removal of impacted sediment from designated areas within the on-site pond. Approximately 1,126 cubic yards of sediment¿containing elevated concentrations of arsenic, barium, and lead¿will be dredged from two defined zones totaling approximately 0.70 acres. The scope of work includes installing environmental controls such as a skirted containment boom, performing dredging operations, and placing the dredged material in an on-site sediment placement area for dewatering. Effingham County will coordinate the subsequent transport and disposal of the dewatered sediment at a permitted Subtitle D landfill under a separate process. The Contractor will be responsible for selecting the appropriate dredging technique and placement of the dredge spoils in the sediment placement area which may include a suction dredging method and a pump and hose method to transport the sediment to the Sediment Placement Area. In order to prevent the migration of suspended sediments outside of the sediment removal areas, Contractor shall provide and install a containment boom with a floating surface device, skirt, and longitudinal support prior to dredging activities. The containment boom will be located immediately outside the limits of each sediment removal zone and will be anchored to the shoreline. The skirt will extend to the bottom of the pond. The containment boom will remain in place during all dredging activities and be routinely inspected by the Contractor to ensure it is functioning properly.
