This requirement is a non-personal services contract in which the contractor shall provide all personnel, materials, equipment, supervision, and maintenance necessary to ensure that grounds maintenance and improvement services are performed at both the Arlington National Cemetery (ANC) located in Arlington, Virginia, and the U.S. Soldiers’ and Airmen’s Home National Cemetery (USSAHNC) located in Northwest, Washington, D.C
. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

The Contractor shall provide all labor, equipment, materials, and supervision of its employees to perform turf and grounds maintenance and improvement services at ANC and USSAHNC, which combined have approximately 667 acres of developed grounds. Services required for both cemeteries include mowing and trimming that includes highly prominent areas; edging; trash, debris and floral pickup and resetting; leaf removal; preparation of special ceremony sites; filling and grading; top-dressing; sodding; snow and ice removal; post-burial care for casketed gravesites; post-burial care for cremated remains; liquid pesticide applications; liquid pesticide spot treatments; granular pesticide applications; granular fertilizer applications; pH level adjustments/soil amendment applications; core aeration; dethatching; turf renovation; soil structure repair; hydro-seeding; operating, maintaining, and repairing irrigation systems; spot watering; slit seeding; over seeding; and collecting and submitting soil samples.

The basic service objective is to maintain the cemeteries’ esteemed grounds with care resulting in aesthetically pleasing turf, care for burial sections, and memorial sites to honor those who have served our nation.
