In accordance with the Performance Work Statement, the contractor shall provide all materials and qualified skilled and unskilled labor to provide Continuing Education Units (CEU) for Advanced Life Support (ALS) medical training to Buckley Space Force Base (BSFB) firefighters. In addition, the contractor shall teach intravenous (IV) training to BSFB Emergency Medical Technicians (EMT) and teach Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS) courses to BSFB paramedics. Additionally, the contractor shall provide training to certify Buckley firefighters and 911 dispatchers the cognitive skills evaluations in accordance with the curriculum of the American Heart Association Basic Life Support (CPR and AED) Program every two years.

Buckley Fire Emergency Services (FES) provides both Basic Life Support (BLS) and Advanced Life Support (ALS) services to the base community. All Emergency Medical Service (EMS) providers must meet the minimum requirements of the National Continued Competency Program (NCCP). Nationally registered Paramedics (NRP) are required to renew their certification every two years. The Paramedic NCCP requires a total of 60 hours of continuing education to recertify. The model requires continuing education in three components: (1) a national component: (2) a local/state component, and (3) an individual component. Nationally Registered Emergency Medical Technicians (NREMT) are required to renew their certification every two years. The EMT (NCCP) requires a total of 40 hours of continuing education to re-certify. The contractor shall provide thirty-six (36) hours of scheduled monthly CEU's (three two-hour sessions per month for twelve months). The contractor shall provide instructive and skills-based learning at each CEU session. This model allows for the evaluation of competencies.
