THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive quotes. The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a firm-fixed-price purchase order for Base + 3 Option Years to Stratasys for the procurement of 3D-Printer maintenance services for a Fortus 450MC 3D-Printer on Joint Base Charleston - Air Base (AB). The required Period of Performance start date is 01 Aug 2025.
The contractor shall provide installation and all necessary equipment. The contractor will provide all technical support related to the specified 3D-printer and shall provide maintenance services in accordance with the performance work statement. The contractor is required to invoice for bills from pre-funded CLINS identified to ensure there will be no interruption of 3D-printer maintenance services to the Fortus 450MC 3D-Printer located on Joint Base Charleston. Per Technical Order 34A-1-1, Para 1.3.5, "Additive Manufacturing equipment is intricate and sophisticated machinery that requires long term service contracts provided by the Original Equipment Manufacturer, or Original Equipment Manufacture approved vendor, to enable the user to receive maintenance and upkeep that is beyond the organization's capabilities." Stratasys, the manufacturer of the Fortus 450MC 3D printer, is the only vendor authorized to perform recertification and maintenance services to meet the current requirement, as this authority has not been delegated to any known distributors.
This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
